I keep getting an error every time I try to recover my xbox gamertag. How can I fix this?

Simply head on over to xbox.com , click "sign in" at the top right, upon doing so , a prompt of changed terms and conditions will pop up.
Hit "accept" , now you can recover your gamertag again
